Dear Mr. President:
I have vetoed Senate Bill No. 554, which is returned
herewith, since it is deemed unnecessary. The Democratic
party has established by usage and custom the method of
selection of its governing body, and there is no request from
that party to fix its method of selection by statute. The bill
was primarily designed to furnish such authority for the
selection of managing bodies of the Republican party. How-
ever, after its passage several published amendments to the
Republican Party Constitution of December 20, 1905, were
located. These amendments, one dated May 9, 1916, and a
second dated May 14, 1924, together with the phraseology
of the Party Constitution, give the same right of party
management as contained in the bill, and it is therefore
unnecessary legislation.

Dear Mr. Speaker:
House Bill No. 13 attempts to revise the assessment laws
of this State and nullify the provisions of law which become
effective on January 1, 1954, whereby all areas of a local
sub-division would be finally reassessed at the same time.
The Bill would reinstate the rotational system of reassessing
a portion of each local subdivision each year. Instead of
1/5 of the local subdivision being reassessed as at present,
