Dear Mr. President:

I am returning herewith without my approval Senate
Bill 323, providing for the licensing of foster homes in
Howard County.

I have today vetoed Senate Bill 186 which embodies
similar provisions for Carroll County, and I respectfully
refer you to that veto message for a full statement of my
view of this legislation. Briefly, the fact that an existing
state law provides for uniform, state-wide regulation of the
subject by the State Board of Public Welfare, which also
has the power of license refusal, revocation and suspension,
makes this Bill unnecessary and unwise.
