20% of inheritance taxes collected, rather than the
10% commission now fixed by law. State officials charged
with administration and collection duties in connection with
this tax feel that the elastic commission provision might
serve to encourage the Registers of Wills of some Counties
to neglect various economies which they have been practic-
ing to keep expenses within proper bounds. Furthermore,
the Attorney General advises that the provision would be
unworkable, since there is no provision for determining who
shall set the maximum commission to be allowed to any
given Register of Wills. To the extent that this bill may be
intended to provide for operating deficiences, it would seem
wiser to continue the present practice for State budgetary
appropriation to cover same.
Since it is not necessary from the standpoint of making up
deficiencies and might well lead to a relaxation of economy
provisions, I am returning the same herewith without my
approval.

Dear Mr. President:
Senate Bill No. 246 provides that only one registration
tag be issued for a motor vehicle. At the present time the
Executive Department has emergency power to authorize
such means of registration and identification as the Depart-
ment of Motor Vehicles may deem sufficient. A shortage of
steel during the period when it was necessary to commence
manufacture of the current automobile license plates
impelled the decision to use only one tag this year. It will
result in a saving to the State of approximately $100, 000. 00,
and the apparent purpose of Senate Bill No. 246 is to
perpetuate this obvious saving from use of one instead of
two tags on automobiles. The budget of the Department of
Motor Vehicles for the fiscal year 1953-54 makes provision
