tion, " sub-title "State Industrial Accident Commission, "
increasing the membership of the State Industrial Ac-
cident Commission to five members and providing that

at least one member thereof shall be a member of the

minority party RELATING GENERALLY TO THE
MEMBERSHIP OF THE STATE INDUSTRIAL
ACCIDENT COMMISSION.

SECTION 1. Be it enacted by the General Assembly of
Maryland,
That Sections 1 and 2 of Article 101 of the
Annotated Code of Maryland (1951 Edition), title "Work-
men's Compensation, " sub-title "State Industrial Accident
Commission, " be and they are hereby repealed and re-
enacted, with amendments, to read as follows:

1. A Commission is hereby created which shall be known
as the State Industrial Accident Commission, to be com-
posed of [four] five Commissioners. [Upon June 1, 1945,
all of the terms of the Commissioners in office upon the
taking effect of this Act shall terminate, and the Governor
shall thereupon appoint one Commissioner who shall hold
office for a term of three years, one for a term of four
years, one for a term of five years and one for a term of
six years. ] The members of the Commission in office on
June 1, 1953, shall continue therein for the terms for which
appointed. As of June 1, 1953, the Governor shall appoint
an additional member to serve for a term of six years
and thereafter there shall be five members of the Com-
mission. At least one member of the Commission shall
be a member of that party which polled the second highest
number of votes at the most recent gubernatorial election.
BE REAPPOINTED AS OF JUNE 1, 1953, THE GOV-
ERNOR SHALL APPOINT ONE ADDITIONAL MEM-
BER OF THE COMMISSION AND THE GOVERNOR
SHALL THEREUPON DESIGNATE ONE COMMIS-
SIONER WHO SHALL HOLD OFFICE FOR A TERM
OF TWO YEARS, ONE FOR A TERM OF THREE
YEARS, ONE FOR A TERM OF FOUR YEARS, ONE
FOR A TERM OF FIVE YEARS AND ONE FOR A
TERM OF SIX YEARS. Upon the expiration of the term
of each Commissioner, his successor shall be appointed by
the Governor, BY AND WITH THE ADVICE AND CON-
SENT OF THE SENATE, for a term of six years. Each
Commissioner shall devote his entire time to the duties of
the office, and shall not hold any position of trust or engage
in any occupation or business interfering or inconsistent
with the duties as such Commissioner, or serve on or under
any committee of a political party. Each Commissioner
shall hold office until his successor shall be appointed and
