pended Balance of the Commission which said County
may credit, as hereinafter provided, against the amounts
payable by said County to said Commission pursuant to
said Section 2-VII in the next succeeding fiscal year. When
said County receives the certification from the Commis-
sion of its Net Unexpended Balance with respect to said
County, as above defined, said County may, if it so elects,
deduct said Net Unexpended Balance from its estimate
of the amount of money which will be raised in the next
succeeding fiscal year by the levy of the tax provided for
in said Section 2-VII and may, in such fiscal year levy said
tax at a rate which said County estimates will produce
an amount equal to the difference so arrived at, which said
amount shall then be the amount which the County is
obligated to pay the Commission in such fiscal year pur-
suant to said Section 2-VII; provided, always, that in no
event shall the said tax rate be thereby reduced to a rate
insufficient to produce the amount of money necessary to
pay debt service on bonds issued by the Commission and
guaranteed by said County.
