1754 LAWS OF MARYLAND [CH. 761

to be know as Section 2-II-A; to repeal and re-enact
with amendments Section 2-VII of said Chapter 1008 and
Section 2-VII-A of said Chapter, as enacted by Chapter
668 of the Laws of Maryland of 1949; to add a new sec-
tion to said Chapter 1008 of the Laws of Maryland of
1943, to be known as Section 2-VII-B, to follow imme-
diately after Section 2-VII-A; to repeal and re-enact with
amendments Sections 2-A and 2-S of Chapter 992 of the
Laws of Maryland of 1943, known as The Maryland-
Washington Regional District Act, and Section 2-CC of
said Chapter 992, as amended by Chapter 682 of the
Laws of Maryland of 1951; to repeal Section 2-B, Sec-
tion 2-C, Section 2-D, and Section 2-G, of Chapter 952
of the Laws of Maryland of 1945; to repeal Section 2-GG
and Section 2-OO of said Chapter 992 of said Laws of
Maryland of 1943 as said latter Section was enacted by
Chapter 582 of the Laws of Maryland of 1949; so as to
MARYLAND OF 1943; SO AS TO provide (a) that
the 5c recreation tax heretofore levied by Montgomery
County for the use of said Commission shall not here-
after be levied at a rate in excess of the rate necessary
to meet annual debt service on the Recreation Bonds
of said Commission designated as Series L, PROVID-
ING THAT ALL FUNDS ON HAND DERIVED FROM
THE 5c RECREATION TAX OR FROM FEES OR
OTHER SOURCES IN CONNECTION WITH SUCH
PROGRAM SHALL BE TRANSFERRED TO MONT-
GOMERY COUNTY ON THE EFFECTIVE DATE
OF THIS ACT, (b) to modify the qualifications and
procedure for appointing members of the Commission
so as to require bi-partisan representation, (c) to pro-
vide further automatic reduction in tax levies for the
said Commission within the said Districts in Montgom-
ery and Prince George's Counties under certain circum-
stances, (d) to reduce the mandatory administrative tax
levied by Montgomery County for the use of said Com-
mission from 4c to 3c, (e) to transfer from the Com-
mission to Montgomery County administration of its
recreation program and to prescribe certain conditions
in connection therewith and to repeal the power of said
Commission to borrow money to finance construction of
recreational facilities, (f) to redefine the boundaries of
The Maryland Washington Regional District and to pro-
hibit Montgomery County and the County Commissioners

of Prince George's County for a period of two years

from the effective date hereof, from levying taxes, in the
area added to said District hereby, for the support of
said Commissions functions therein, (g) (F) to transfer
