orderly conduct, obscenity, public profanity, and drunken-
ness.

N. (Refuse. ) To require, regulate, or provide for the
collection, removal, and disposal of refuse, garbage, rub-
bish, filth, or any other matter or thing that is or may
become injurious to the health or comfort of the inhabitants
of the city.

O. (Regulations. ) To adopt by ordinance and to en-
force within the corporate limits police, health, sanitary
fire, building, plumbing, electrical, traffic, speed, parking,
and other similar regulations not in conflict with the
laws of the State of Maryland.

P. (Vehicles. ) To regulate and license wagons, auto-
mobiles, taxicabs, and any other vehicles used in the town
for transporting goods or persons for hire.

Q. (Voting Equipment. ) To purchase, lease, borrow,
install, and maintain voting machines, ballot boxes, ballots,
and other equipment for use in city elections.

ARTICLE V

REGISTRATION, NOMINATIONS, AND ELECTIONS

Voters:

341-24. Every person who is a citizen of the United
States, is at least 21 years of age, has resided in the State
of Maryland for at least one year next preceding any city
election, has resided within the corporate limits of the city
for six months preceding any city election and is registered
in accordance with the provisions of this charter, shall be
a qualified voter. No person shall be allowed to vote in any
election in the city except those persons whose names
appear upon the registration books of the city. If a
registered voter for the city election has not voted at least
once in a general or special election within 5 years, it shall
be the duty of the registration officials to cause the registra-
tion of such voter to be cancelled or stricken from the
registration books of the city; a notice of such action and
reasons thereof shall be sent to the last known address of
such voter. Transfers may be granted by the registration
officials from one ward to another in said city. No person
shall be entitled to register on election day.

Registration:

341-25. There shall be a registration on the first Monday
in April in the odd numbered years of qualified persons not
