Provided further, that the Mayor and Council shall have
power to waive any part or all of the tax levy on property
located within the new limits until such property has
acquired or is subject to benefits equal to like properties
within the old corporate limits and provided further that
the Mayor and Council shall have power to accelerate the
aforementioned percentage if property within the new
limits has acquired or is subject to benefits equal to like
properties within the old corporate limits.

SEC. 2. And be it further enacted, That this Act is
hereby declared to be an emergency measure and neces-
sary for the immediate preservation of the public health
and safety and having been passed by a yea and nay vote,
supported by three-fifths of all the members elected to
each of the two Houses of the General Assembly of Mary-
land, the same shall take effect from the date of its passage.

CHAPTER 715
(House Bill 634)

AN ACT to repeal and re-enact, with amendments, Sections
24 and 25 of Title 2 of the Code of Public Local Laws of
Baltimore County (1948 Edition), title "Clerks of the
Court", sub-title "Indexing of Conveyances", to change
the name of said sub-title from "Indexing of Convey-
ances" to "Recording and Indexing", and to provide gen-
erally for recording and indexing in the land and chattel
records of Baltimore County.

SECTION 1. Be it enacted by the General Assembly of
Maryland,
That Sections 24 and 25 of Title 2 of the Code
of Public Local Laws of Baltimore County (1948 Edition),
be and the same are hereby repealed and re-enacted with
amendments, and the sub-title of said Title 2, "Indexing of
Conveyances", is hereby changed, to read as follows:

Recording and Indexing

24. The Clerk of the Circuit Court for Baltimore County
shall record and index in the general alphabetical index,
