7. (Franchises. ) To grant franchises as provided under
existing Public General or Public Local Laws.

[8. Prescribe and provide for the payment of traveling
and other expenses of the Judges, State's Attorney, Sheriff,
Justices of the Peace, and of all other elected and appointed
officers and employees of the County incurred in the per-
formance of their official duties. ]

8. To provide for the appointment and removal of all
county officers and employees except those whose appoint-
ment or election is provided for by the Constitution or Pub-
lic General or Public Local Laws.

[9. Publish and distribute all ordinances enacted under
authority of this Act. Complete sets of all effective ordi-
nances shall be available for public references during busi-
ness hours in at least two places in Prince George's Coun-
ty. ]

9. To fix and prescribe the salary or compensation of all
appointed officers and employees of the County, and to pre-
scribe and provide for the payment of the traveling and
other expenses of the State's Attorney, Sheriff, Judges of
the Orphans' Court and of all other elected and appointed
officers and employees of the County incurred in the per-
formance of their official duties.

[10. Appoint a qualified person to issue all licenses,
permits or other letters of authority, which by law or
ordinance the Board is authorized to issue. It is the intent
of this sub-paragraph that a central issuing agency there-
for be established. ]

10. To Establish a merit system in connection with the
appointment of all County officials and employees not
elected or appointed under the Constitution or Public Gen-

eral Laws of the State. Said merit system shall not apply
to those County officials and employees designated by the

County Commissioners as department head.

11. 10. To establish and maintain a general system of
pensions and retirement and group insurance for the benefit
and advantage of its officers and employees, with necessary
classifications and terms of admission.

12 11. To provide for the prompt collection of all taxes
due the County by authorizing discounts or imposing
penalties.
