by purchase, assess damages in the premises and pay the
same out of any moneys in the Treasury not otherwise ap-
propriated, according to State laws in such cases made and
provided, whenever the welfare of the Town and the condi-
tion of the treasury shall justify such proceedings.
38L. An election for elective officers of this Town shall
be held in and for said Town on the first Monday in May
in each succeeding year, in accordance with Section 4 38D
of this Act.
SEC. 2. And be it further enacted, That this Act is
hereby declared to be an emergency measure and necessary
for the immediate preservation of the public health and
safety, and having been passed by a yea and nay vote,
supported by three-fifths of all the members elected to each
of the two Houses of the General Assembly of Maryland,
the same shall take effect from the date of its passage.

(House Bill 547)
AN ACT to repeal and re-enact, with amendments, Sub-
section (3) (a) of Section 15, of Article 101 of the Anno-
tated Code of Maryland, 1951 Edition, title "Workmen's
Compensation", sub-title "Suit—Method of Insurance",
to authorize the State Industrial Accident Commission
to require self-insurers to obtain insurance to guard
against calamity or catastrophe, OTHER THAN FROM
AN ACT OF WAR, when required in the judgment of
the Commission.
SECTION 1. Be it enacted by the General Assembly of
Maryland, That Sub-section (3) (a) of Section 15, of
Article 101 of the Annotated Code of Maryland, 1951 Edi-
tion, title "Workmen's Compensation", be and the same is
hereby repealed and re-enacted to read as follows:
