SEC. 3. And be it further enacted, That if any part of
this Act shall be held to be unconstitutional, or invalid, or
unenforceable the same shall not affect the remaining part
or parts of this Act.
SEC. 4. And be it further enacted, That this Act shall
take effect June 1, 1953.

CHAPTER 700
(House Bill 520)
AN ACT to repeal Section 114 of Article 2B of the An-
notated Code of Maryland (1951 Edition), title "Alco-
holic Beverages, " sub-title "Restrictions Upon Li-
censees, " and to enact a new Section 114 in lieu thereof,
said new section to stand in the place and stead of the
section so repealed, clarifying any doubts which might
exist concerning the present effectiveness of said section
and changing the provisions of said section insofar as
they apply to Anne Arundel County CITY OF ANNAP-
OLIS, CECIL AND FREDERICK COUNTIES.
WHEREAS, Section 114 of Article 2B of the Annotated
Code was amended by Chapter 102 of the Acts of 1950; and
WHEREAS, in the process of amending this section at the
1950 Session a number of provisions with only local ap-
plication were inserted therein; and
WHEREAS, some doubt has been expressed in the Circuit
Court for Howard County concerning the effectiveness of
these provisions by reason of the constitutional limitations
upon the power of the General Assembly to consider mat-
ters of less than State-wide application during the regular
sessions in even years; and
WHEREAS, it is desirable to repeal the provisions of said
Section 114 and to re-enact the same without change in
order to incorporate therein the provisions of Chapter 102
