QUATE WARNING SIGNS ON U. S. ROUTE NO. 40,
IN THE VICINITY OF ABERDEEN, AND TO
DIRECT AUTHORIZE THE STATE ROADS COM-
MISSION TO STUDY THE NECESSITY OF WIDEN-
ING A CERTAIN SECTION OF U. S. ROUTE NO. 40,
IN THE VICINITY OF ABERDEEN, AND TO COM-
PLETE SUCH WIDENING IF FOUND DESIRABLE,
AND FURTHER, TO AUTHORIZE AND DIRECT
THE STATE ROADS COMMISSION TO NEGOTIATE
WITH THE APPROPRIATE RAILROADS AND THE
FEDERAL GOVERNMENT IN ORDER TO REACH
AN EQUITABLE AGREEMENT RELATING TO
THE CONSTRUCTION OF GRADE ELIMINATION
STRUCTURES AT THE EARLIEST POSSIBLE
TIME.

WHEREAS, U. S. ROUTE NO. 40 IS ONE OF THE
MAIN ARTERIES IN THE NATIONAL HIGHWAY
NET; AND

WHEREAS, NEARLY ALL TRANSIENT TRAFFIC IN
MARYLAND TRAVERSES U. S. ROUTE NO. 40; AND

WHEREAS, SAID HIGHWAY PASSES THROUGH
THE CENTER OF ABERDEEN IN HARFORD COUNTY
AND CROSSES MARYLAND ROUTE NO. 22 IN SAID
TOWN; AND

WHEREAS, SAID INTERSECTION, FOR A NUMBER
OF YEARS, HAS BEEN A BOTTLENECK TO TRANS-
IENT TRAFFIC; AND

WHEREAS, MANY ACCIDENTS HAVE OCCURRED
AT SAID INTERSECTION, SOME RESULTING IN
FATAL INJURIES; AND

WHEREAS, THE TRAFFIC PROBLEMS OF SAID
INTERSECTION ARE VASTLY INCREASED BY THE
PROXIMITY OF GRADE CROSSINGS OF BOTH THE
PHILADELPHIA, BALTIMORE AND WASHINGTON
RAILROAD AND OF THE BALTIMORE AND OHIO
RAILROAD IN THE TOWN OF ABERDEEN, HARFORD
COUNTY, MARYLAND.

SECTION 1. BE IT ENACTED BY THE GENERAL
ASSEMBLY OF MARYLAND, THAT THE STATE
ROADS COMMISSION IS HEREBY AUTHORIZED
AND DIRECTED TO CONSTRUCT ADEQUATE WARN-
