Baltimore County (1948 Edition), being Article 3 of
the Code of Public Local Laws of Maryland, title "Public
Works", sub-title "BALTIMORE COUNTY", SUB-
TITLE "PUBLIC WORKS", SUB-HEADING "Roads,
Bridges, Sidewalks and Storm Water Drainage", and to
repeal and re-enact, with amendments, Section 346 of
said title, sub-title SUB-HEADING "Sewer and Water",
as said section was amended by Chapter 719 of the Acts
of 1949, providing that the limits for submitting con-
tracts to the County Commissioners of Baltimore County
be raised from $5, 000. 00 to $10, 000. 00, and providing
for the manner in which bids of less than $10, 000. 00
shall be submitted and making certain provisions where
county departments and employees are concerned.
SECTION 1. Be it enacted by the General Assembly of
Maryland, That Section 291(9) of Title 23 of the Code
of Public Local Laws of Baltimore County (1948 Edition),
being Article 3 of the Code of Public Local Laws of Mary-
land), title "Public Works", sub title "BALTIMORE
COUNTY", SUB-TITLE "PUBLIC WORKS", SUB-
HEADING "Roads, Bridges, Sidewalks and Storm Water
Drainage", and to repeal and re-enact, with amendments,
Section 346 of said Title, sub title SUB-HEADING "Sewer
and Water", as said section was amended by Chapter 719
of the Acts of 1949, be and the same is ARE hereby re-
pealed and re-enacted, with amendments, to read as fol-
lows:
(9) Whenever work on any road, bridge or drain in-
volves an estimated outlay of [$5, 000. 00] $10, 000. 00 or
more, plans and specifications therefor shall be prepared
by the Roads Engineer and bids for work invited by
reasonable publication in such papers as the Commis-
sioners may designate; but said Commissioners shall not
be bound to have such work done by contract if it is found
after receiving bids therefor that the same can be done
at a lower cost by direct employment of required labor.
346. The Commissioners from time to time shall cause
surveys, studies, plans, specifications and estimates to be
made for water supply, sewerage and storm water drain-
age systems in all those parts of the Baltimore County
Metropolitan District in which there is, in their judgment,
a need for water supply, sewerage or drainage. When-
ever plans shall have been completed for a water supply,
sewerage or storm water drainage system, or any part
thereof, in any part of the District the Commissioners
shall proceed to construct or cause to be constructed such
