1434 LAWS OF MARYLAND [CH. 662

mayor shall expire on the first Monday in May following
the election of his successor. The mayor holding office at
the time this charter becomes effective shall continue to
hold office until the first Monday in May, 1954.

QUALIFICATIONS:

21. The mayor must have resided in the City of Frost-
burg for at least one year immediately preceding his elec-
tion, and must be a qualified voter of the city, and assessed
on the books of the city for at least one year prior to an
election with real property of the value of at least Seven
Hundred Dollars, ($700. 00).

POWERS AND DUTIES:

22. (a) The mayor shall see that the ordinances of the
city are faithfully executed and shall exercise a general
supervision over the administrative branch of the city gov-
ernment.

(b) The mayor shall be recognized as the head of the
city government for all ceremonial purposes and by the
governor for purposes of military law.

(c) The mayor shall be a member of the council and
shall serve as president of the council.

ARTICLE IV
General Powers
ENUMERATION:

23. The City of Frostburg shall have the power:

(a) Aisles. To regulate and prevent the obstruction of
aisles in public halls, churches, and places of amusement in
the city.

(b) Amusements. To provide in the interests of the
public welfare for the licensing, regulating, or restraining
of theatrical or other public amusements.

(c) Band. To establish, maintain, support, and control
a municipal band.

(d) Buildings. To make reasonable regulations in re-
gard to buildings to be erected in the city, and to require
and to grant building permits for the same; to formulate
a building code and a plumbing code and to appoint a
building inspector and a plumbing inspector, and to require
