only to the institutions listed on the program

and performance statement for this program

and further provided that disbursement by

the Treasury Department to the respective

institutions shall be made on transmittals

from the State Department of Health. Ability

of individuals to pay for care in these institu-

tions shall be determined by the local Depart-

ments of Public Welfare under the rules

established by the State Department of Public

Welfare. Payments to General Hospitals shall

be at the lesser of (a) cost, (b) billings to

other patients for like services, or (c) $12. 00

per patient day. In the event that the Federal

Government makes funds available to the

States for hospitalization of the indigent any

part of the appropriation made may be used

for matching purposes by mutual consent of

the institution and the State Department of
