signed by him as Treasurer and countersigned by the
Chairman, or by some member of said Committee acting
as Chairman, and so authorized to act by resolution of
said Committee, which must first be spread upon the
minutes of said Committee.

SEC. 2. And be it further enacted, That nothing in this
Act shall be construed to affect in any manner the tenure
of any member of the Citizens' Committee of the Mount
Savage Special Tax Area prior to the first Monday in
April in the year 1953. All persons holding such positions
at the time this Act is passed shall continue to hold such
positions until their successors have been elected and have
qualified pursuant to the provisions of this Act.

SEC. 3. And be it further enacted, That this Act is hereby
declared to be an emergency measure and necessary for
the immediate preservation of the public health and safety
and having been passed by a yea and nay vote, supported
by three-fifths of all the members elected to each of the
two Houses of the General Assembly of Maryland, the
same shall take effect from the date of its passage.

CHAPTER 63
(House Bill 130)

AN ACT to authorize the Town of District Heights, a
municipal corporation, and the District Heights Com-
mission to construct, maintain and operate a Municipal
Center Building within the Town of District Heights
and to borrow for the construction of said Municipal
Center Building, on the credit of the Town, a sum of
money which shall not, however, exceed in amount the
sum of Sixty Thousand Dollars ($60, 000. 00), said sum
shall be included within the eight per centum (8%)
maximum limitation of the assessed valuation of all real
property in the Town appearing on the assessment
books of Prince George's County, Maryland, and to issue
