110. (Referendum) Before Sections 107, 108 and 109
of this sub-title pertaining to the sale, lease or connection
for supply of electric current of the municipal electric
light, heat and power system in the Town shall become
effective, the Town Commissioners shall submit the ques-
tion of selling, leasing or connecting said electric light,
heat and power system to the qualified voters of said Town
at a special election to be called by the Town Commis-
sioners. The ballots shall be prepared by the Town Com-
missioners and shall have printed on them a condensed
form of the contract of sale, lease or connection, as the
case may be, of the municipal electric light, heat and power
system.

Printed on the ballots shall also appear the words "For
Sale of Plant", "For Lease of Plant", or "For Connection
of Plant", as the case may be, with a blank square opposite
the right of said words, and immediately thereunder shall
be the following words, "Against Sale of Plant", "Against
Lease of Plant", or ""Against Connection of Plant", as the
case may be, with a blank square opposite the right of said
words. And the voter shall indicate his choice by making
a cross (X) in one of said blank squares.

If an affirmative vote of two-thirds (2/3) of the qualified
voters of the Town (this shall not be taken to mean two-
thirds (2/3) of those voting) cast upon said question shall
be "For Sale of Plant", "For Lease of Plant" or "For Con-
nection of Plant", as the case may be, then this sub-title
shall be of full force and effect; but if an affirmative vote
of two-thirds (2/3) of the qualified voters aforesaid shall
be "Against Sale of Plant", "Against Lease of Plant" or
"Against Connection of Plant", as the case may be, then
this sub-title shall be void and of no effect, and the said
Town Commissioners shall not sell, lease or connect said
municipal system, and any contract in the premises shall
become null and void and of no effect.

ARTICLE IX
CHESTERFIELD CEMETERY DEPARTMENT

113. (Department) There shall be a department of
the Town known as "Chesterfield Cemetery", the head of
which shall be the Manager of Chesterfield Cemetery, who
shall be appointed by the Town Commissioners.

114. (Powers) The Town Commissioners through the
Chesterfield Cemetery Department shall have full power
and control over the Chesterfield Cemetery, as it now exists
