all intents and purposes, as if said mortgage or assignment
of mortgage had been in such matters in full conformity
with the law in force at the time of such execution, pro-
vided, that any such mortgage or assignment of mortgage
is in other respects legal and valid; and provided further,
that nothing in Sections 107 and 108 shall affect the rights
of any bona fide purchasers or creditors, without notice,
who become so prior to June 1st, [1951] 1953.

SEC. 2. And be it further enacted, That this Act shall
take effect June 1, 1953.

(House Bill 118)

AN ACT to repeal and re-enact, with amendments, Sec-
tions 491A to 491D, inclusive, of Article 1 of the Code
of Public Local Laws of Maryland (1930 Edition), title
"Allegany County", sub-title "Mount Savage Special Tax
Area", as said sections were enacted by Chapter 99 of
the Acts of the regular Session of 1950, clarifying the
provisions of said sections, eliminating certain obsolete
material therefrom and relating generally to the election
and tenure of the members of the Citizens' Committee
of the Mount Savage Special Tax Area.

SECTION 1. Be it enacted by the General Assembly of
Maryland, That Sections 491A to 491D, inclusive, of Article
1 of the Code of Public Local Laws of Maryland (1930 Edi-
tion), title "Allegany County", sub-title "Mount Savage
Special Tax Area", as said sections were enacted by Chap-
ter 99 of the Acts of the regular Session of 1950, be and
they are hereby repeal and re-enacted, with amendments,
to read as follows:

491A. For the purpose of this sub-title, the [Mt. ]
Mount Savage Special Tax Area, in Allegany County, as
hereinafter described, shall constitute a special taxing area
