SEC. 2. And be it further enacted, That before the
provisions of this Act shall become effective, the County
Commissioners of Baltimore County shall submit the
question to the qualified voters of said county at the next
general election held in the County of Baltimore. The
proper authorities shall cause to be printed on the ballots
to be used at said election the title of this Act and under-
neath said title on separate lines a square or box to the
right and opposite the words "For Referendum on Bond
Issues" and a corresponding square or box to the right of
and opposite the words "Against Referendum on Bond
Issues", so that the said voters shall be able to designate
by a cross-mark in the proper square or box his or her
decision for or against referendums on bond issues.

If a majority of the votes cast at said election in the
County of Baltimore on said question shall be "For Refer-
endum on Bond Issues", then this Act shall automatically
become effective in said county. If a majority of the votes
cast in said county on said question shall be "Against
Referendum on Bond Issues", then this Act shall not
become effective in said county.

SEC. 3. And be it further enacted, That this Act is
hereby declared to be an emergency measure and necessary
for the immediate preservation of the public health and
safety and having been passed by a yea and nay vote,
supported by three-fifths of all the members elected to
each of the two Houses of the General Assembly of Mary-
land, the same shall take effect from the date of its passage.

(Senate Bill 401)

AN ACT to repeal and re-enact, with amendments, Section
139 of Article 56 of the Annotated Code of Maryland
(1951 Edition), title "Licenses", sub-title "Motor Vehicle
Fuel Tax", relating to the refunding of the Maryland
motor vehicle fuel tax on motor vehicle fuel on which a
fuel tax has been paid to another State.
