appointment of no professional assistant shall be valid
without the written approval of the State Superintendent
of Schools.
[(n)] (o) The board of county commissioners of each
county shall levy sufficient funds to meet the scale of
salaries provided for in this section and shall not deny
any part of the amount requested for any one school year
by the county board of education to be raised by local
taxation for the payment of the salaries of the professional
and clerical assistants of the county superintendent; and
the salary of no supervising teacher, helping teacher,
supervisor of pupil personnel I, supervisor of pupil per-
sonnel II, or visiting teacher regularly employed at the
time this section (as re-enacted in 1947) goes into effect,
shall be diminished by reason of any of its provisions, but
they shall be entitled to any increase in salary that may
herein be granted from the time this section (as re-enacted
in 1947) goes into effect.
SEC. 6. And be it further enacted, That this Act shall
take effect July 1, 1953.

(Senate Bill 371)
AN ACT to add a new section to the Code of Public Local
Laws of Baltimore County (1948 Edition), being Article
3 of the Public Local Laws of Maryland (1930 Edition),
title "Baltimore County", said new section to be known
as Section 58A of said Article, to follow immediately
after Section 58 thereof and to be under the new head-
ing "Issuance of Bonds and Certificates of Indebted-
ness", providing that WITH CERTAIN EXCEPTIONS
all bonds or certificates of indebtedness proposed by
the County Commissioners of Baltimore County, except
self-liquidating bonds or certificates of indebtedness,
shall be approved by the voters of Baltimore County,
both as to proposal and amount, before said bonds or
