tion", be and it is hereby repealed and re-enacted, with
amendments, to read as follows:

163. It shall be the duty of the Clerk of the Election
Supervisors for Baltimore County to make out and file with
the Clerk of the Circuit Court for Baltimore County, not
less than twenty days before the beginning of the third
regular term of the Circuit Court for Baltimore County,
after each and every general election, for State and County
offices, a fair and complete list in the form of poll books of
the male registered voters in each of the districts of said
county, with the date of the registration of the respective
names thereon and the age of each registered male VOTER
at the time of such registration as they appear on the poll
books of the several election districts of said county, so to
be made and filed; the said Clerk shall append a certificate
that said poll books are fully and fairly made; and for
making such list the said Clerk shall receive from the
County Commissioners of said county such compensation
as the County Commissioners of said county shall deem
right and proper; and for failure to perform the duty
hereby imposed, the said clerk, to said election supervisors
shall forfeit and pay a fine to the State of Maryland of not
less than Five Hundred Dollars nor more than One Thou-
sand Dollars; in the discretion of the court, to be recovered
by indictment, as for a misdemeanor, and he shall be
thenceforth wholly incapable of holding or exercising the
duties of the said clerk to the Election Supervisors.

SEC. 2. And be it further enacted, That this Act is
hereby declared to be an emergency measure and necessary
for the immediate preservation of the public health and
safety and having been passed by a yea and nay vote,
supported by three-fifths of all the members elected to
each of the two Houses, the same shall take effect from the
date of its passage.
