SEC. 8. And be it further enacted, That this Act is hereby
declared to be an emergency measure and necessary for the
immediate preservation of the public health and safety,
and having been passed by a yea and nay vote, supported
by three-fifths of all the members elected to each of the two
Houses of the General Assembly of Maryland, the same
shall take effect from the date of its passage.

CHAPTER 564
(House Bill 827)
AN ACT to authorize and empower the Mayor and City
Council of Laurel, Prince George's County, to borrow an
amount or amounts, not to exceed in the aggregate
Fifty-five Thousand Dollars ($55, 000. 00), for the purpose
of purchasing a lot and building within or without the
limits of the Town of Laurel, and altering, furnishing
and equipping the same for use as a municipal building;
and for the purpose of constructing and equipping a
municipal maintenance building within or without the
limits of the Town of Laurel, and to issue on its full
faith and credit bonds in a face amount not exceeding
Fifty-five Thousand Dollars ($55, 000. 00) therefor; and
providing for the payment of the principal and interest
of said bonds from proceeds of ad valorem taxes on all
property subject to taxation within the Town of Laurel;
and providing for a referendum thereon.
SECTION 1. Be it enacted by the General Assembly of
Maryland, That the Mayor and City Council of Laurel,
Prince George's County, be and it is hereby authorized and
empowered to borrow on its full faith and credit an
amount or amounts, not to exceed Fifty-five Thousand Dol-
lars ($55, 000. 00), the proceeds to be used for the purpose
of purchasing a lot and building, within or without the
limits of the Town of Laurel, and altering, furnishing and
equipping the same for use as a municipal building, and for
the purpose of constructing and equipping a municipal
