or buildings to be erected thereon, the full cost of both land
and building or buildings, the name and type of industry
for which said land or lands are to be acquired and build-
ing or buildings erected thereon; a majority vote "for"
in such special election or elections shall be authority for
the Mayor and Council of Crisfield to proceed with the ac-
quisition of said land or lands and the erection of such
building or buildings; a majority vote "against" in such
special referendum election shall deny the Mayor and
Council of Crisfield the authority to acquire such land or
lands and/or to erect such building or buildings as pro-
posed in the advertisement and posters calling for such
special referendum election.
SEC. 6. And be it further enacted, That before sub-
mitting the matters contained in Section 5 of this Act to
the voters of the City of Crisfield at a special referendum
election, the Mayor and Council of Crisfield shall have made
diligent inquiry concerning the reputation and financial
standing of an industry or industries for which it is pro-
posed to acquire land or lands and erect a building or
buildings, and shall have, in the offices of the Mayor and
Council of Crisfield, in the City Hall, pertinent facts con-
cerning such reputation and financial standing available
for examination by any voter or voters qualified to par-
ticipate in said special referendum election.
SEC. 7. And be it further enacted, That this Act is hereby
declared to be an emergency measure and necessary for
the immediate preservation of the public health and safety
and having been passed by a yea and nay vote, supported
by three-fifths of all the members elected to each of the two
Houses of the General Assembly of Maryland, the same
shall take effect from the date of its passage.
