county or city, as provided in Sections 4 and 43, until he or
she shall have recovered and be discharged in due course
of law. It shall be the duty of any Board of County Com-
missioners or the Department of Welfare of the City of
Baltimore, before whom any such alleged lunatic or insane
person is brought for commitment under this section, if
not satisfied that such person is lunatic or insane, as
defined in Section 3, to notify the State's Attorney of said
county or city, and he shall immediately thereupon bring
the said question before the Circuit Court for the said
county or the Criminal Court of Baltimore for determina-
tion in accordance with the provisions of this section.
Nothing contained in this section shall prevent the friends
or relatives of such lunatic or insane person from con-
fining him or her or providing for his or her comfort.
SEC. 2. And be it further enacted, That this Act shall
take effect June 1, 1953.

CHAPTER 529
(House Bill 628)
AN ACT to add a new section to Article 66½ of the Anno-
tated Code of Maryland (1951 Edition), title "Motor
Vehicles", sub-title "Operation of Vehicles Upon High-
ways", said new section to be known as Section 284A
and to follow immediately after Section 284 thereof,
providing for the payment of fines for parking violations
in Baltimore City without the necessity of a hearing
at the election of the recipient of the summons, and
providing that the officer who issues the summons need
not appear at the hearing of the parking violation under
certain conditions.
SECTION 1. Be it enacted by the General Assembly of
Maryland, That a new section be and it is hereby added
to Article 66½ of the Annotated Code of Maryland (1951
Edition), title "Motor Vehicles", sub-title "Operation of
