"Howard County", said new sections to be known as
Sections 52A to 52-1, inclusive, under the new sub-title
"Classified Service" and to follow immediately after
Section 52 thereof, creating a Classified Service for cer-
tain employees of Howard County and generally prescrib-
ing and authorizing adoption of rules and regulations
therefor.

SECTION 1. Be it enacted by the General Assembly of
Maryland, That be and there are hereby added nine new
sections to Article 14 of the Code of Public Local Laws
of Maryland (1930 Edition), title "Howard County", said
new sections to be known as Sections 52A to 52-1, inclusive,
under the new sub-title "Classified Service", and to follow
immediately after Section 52 thereof, and all to read as
follows:

CLASSIFIED SERVICE

52A. It is the intention of this Act to create a Classified
System of Employment for Howard County and to utilize
the facilities of the State Employment Commissioner for
economy of operation, to authorize the establishment of
classifications, salary schedules and working conditions that
are, insofar as applicable, the same as are provided for em-
ployees under the State Merit System, to the end that com-
petent persons, shall be attracted to employment in the
county government and that uniform working conditions
and protected tenure during competent service will result
in more efficient operation of the county's business.

52B. Unless the context otherwise requires: "County
Commissioners" means the County Commissioners of How-
ard County; "Employment Commissioner" means Commis-
sioner of State Employment and Registration; "Classified
Service9' means and includes the following offices and posi-
tions: Building Engineer and Building Inspectors; Chief of
Police and all officers of the Police Department; Clerk to
the Board of County Commissioners, Roads Engineer or
Supervisor, and Clerk to the Treasurer of Howard County;
"Classified Position" or "Position" means any office in the
Classified Service; "Classified Service Employee" or "Em-
ployee" means a person who holds, under the terms of this
Act, a position in the Classified Service, but shall not in-
clude a person employed by contract to render a temporary
or special service for the county;
