CHAPTER 32
(Senate Bill 46)

AN ACT to repeal and re-enact, with amendments, Section
2 (14) of Article 66 1/22 of the Annotated Code of Mary-
land (1951 Edition), title "Motor Vehicles", sub-title
"Definition of Words and Phrases"; and to repeal and
re-enact, with amendments, Sub-sections (b) and (c)
of Section 264 of said Article 661/2, sub-title "Operation
of Vehicles Upon Highways", said sub-sections having
been amended by Chapter 653 of the Acts of 1953,
defining and classifying the term "explosives" for the
purposes of said Article and relating generally to the
definition, transportation, labeling and required precau-
tions for explosives in this State.

SECTION 1. Be it enacted by the General Assembly of Maryland,
That Section 2 (14) of Article 66 1/2 of the Annotated
Code of Maryland (1951 Edition), title "Motor Vehicles",
sub-title "Definition of Words and Phrases"; and Sub-
sections (b) and (c) of Section 264 of said Article 66 1/2,
sub-title "Operation of Vehicles Upon Highways", said
sub-sections having been amended by Chapter 653 of the
Acts of 1953, be and they are hereby repealed and re-
enacted, with amendments, to read as follows:

(14) (Explosives.) [Any chemical compound or me-
chanical mixture that is commonly used or intended for
the purpose of producing an explosion and which contains
an oxidizing and combustion units or other ingredients in
such proportions, quantities, or packing that an ignition
by fire, friction, by concussion, by percussion, or by deto-
nation of any part of the compound or mixture may cause
such a sudden generation of highly heated gases that the
resultant gaseous pressures are capable of producing de-
structive effects on contiguous objects or of destroying
life or limb. Nothing contained in this sub-paragraph
shall be construed to include small arms ammunition.]

For the purposes of this Article, an explosive is defined
as any chemical compound mixture, or device, the primary
or common purpose of which is to function by explosion,
