Dear Mr. Speaker:
I am returning herewith House Bill 150. This Bill pro-
vides for the issuance of bonds by the State in the total
amount of One Hundred Million ($100,000,000.00) Dollars.
The indebtedness thus incurred is to be repaid by virtually
doubling the retail sales tax, and the Bill designates that
the proceeds of the loan be used for the payment of a bonus
to veterans.
All legislation which is submitted to me for action has
previously been passed upon by the Attorney General of
Maryland as to legal form and sufficiency. In connection
with the instant Bill, I have received an exhaustive opinion
from the Attorney General, a copy of which is attached
hereto. The Attorney General has concluded that House
Bill 150 "does not satisfy the requirements of the Maryland
Constitution".
The unconstitutionality of the measure stems from the
action of the House of Delegates in the adoption of amend-
