SECTION 1. Be it enacted by the General Assembly of
Maryland, That Section 171 of Article 661/2 of the Anno-
tated Code of Maryland (1951 Edition), title "Motor Vehi-
cles", sub-title "Operation of Vehicles Upon Highways",
be and it is hereby repealed and re-enacted, with amend-
ments, to read as follows:
171. (Persons Under the Influence of Intoxicating Liq-
uor or Narcotic Drugs.) It shall be unlawful for any per-
son who is an habitual user of narcotic drugs or any
person who is under the influence of intoxicating liquor or
narcotic drugs to drive or attempt to drive any vehicle,
street car or trackless trolley within this State.
Every person who is convicted of a violation of this sec-
tion shall be punished by imprisonment for not

more than one (1) year,
or by fine of not less than One Hundred Dollars ($100.00)
nor more than One Thousand Dollars ($1,000.00), or both
fine and imprisonment,

On a second or sub-
sequent conviction he shall be punished by imprisonment
for not less than six months nor more than two (2) years
and in the discretion of the court, a fine of not more than
One Thousand Dollars ($1,000.00).
SEC. 2. And be it further enacted, That this Act shall
take effect June 1,1954.

AN ACT to repeal Chapter 996 of the Acts of 1945 and
Chapter 49 of the Acts of 1950, said Acts relating to the
State Office Building Loan of 1945, and to authorize the
creation of a State debt in the aggregate amount of Three
Million Dollars ($3,000,000) TWO MILLION DOLLARS
($2,000,000), Two Million Dollars ($2,000,000) ONE
MILLION DOLLARS ($1,000,000) of the proceeds
