34. (Administrative Expenses). All monies appropri-
ated by the State for the purpose of administering the
provisions of this sub title shall be credited to the "Ex
pense Fund" established by Section 10 of this Article and
all expenses necessary in connection with the administra-
tion of this sub-title shall be paid from said fund. The
State Agency, biennially shall estimate the amount of
money which shall be deemed necessary to be paid into the
money which shall be deemed necessary to be paid into the
"Expense Fund" during the ensuing years to provide for
the expense of administering the provisions of this sub-
title, and such amount shall be paid to the "Expense Fund"
for this purpose.
35. 34. (Rules and Regulations). The State Agency
shall make and publish such rules and regulations, not in-
consistent with provisions of this sub-title, as it finds neces-
sary or appropriate to the efficient administration of the
functions with which it is charged under this sub-title.
36. 35. (Studies and Reports). The State Agency shall
make studies concerning the problems of old age and sur-
vivors' insurance protection for employees covered by this
sub-title, and concerning the operation of agreements made
and plans approved under this sub-title, and shall submit a
report to the Legislature at the beginning of each regular
session, covering the administration AND operation of this
sub-title during the preceding calendar year, including such
recommendations for amendments to this sub-title as it
considers proper.
SEC. 2. And be it further enacted, That if any provi-
sion of this Act, or the application thereof to any person
or circumstance is held invalid, the remainder of the Act
and the application of such provision to other persons or
circumstances shall not be affected thereby.
SEC. 3. And be it further enacted, That all acts or
parts of acts which are inconsistent with the provisions
of this Act are hereby repealed.
SEC. 4. And be it further enacted, That this Act shall
take effect June 1, 1951.
