the Mayor by the provisions of this charter; wherever in the
charter any powers are conferred upon or any duties im-
posed upon the Mayor and Council the concurrent action of
both the Mayor and the Council shall be necessary for any
effective and legal performance of all acts performed by
virtue of the powers so conferred. In cases where powers
are so conferred on the Council the concurrence or approval
of the Mayor shall not be necessary. In the enactment of reso-
lutions, by-laws and ordinances, and also in all contracts and
business transactions and all other matters where concurrent
action is required, the veto of the Mayor may be overruled by
the unanimous vote of the Council. In all matters requiring
their concurrent action it shall be the duty of the Mayor to
recommend and advise, but the first action on such matters
shall be taken by the Council, after which it shall be the duty of
the Mayor either to approve or disapprove; and it shall be
the duty of the Council to cause full and accurate minutes
to be kept of all their proceedings; and whenever the Council
shall vote upon the question of the adoption of any resolu-
tion, by-law or ordinance, the minutes shall show how many
and which Councilmen voted for the adoption of said reso-
lution, by-law or ordinance, and also how many and which
Councilmen voted against the same. Each Councilman shall
receive the annual salary of two hundred ($200) dollars
ONE HUNDRED DOLLARS ($100), which sum shall be
payment in full for all services rendered the town as Coun-
cilman, provided, however, that any Councilman may be reim-
bursed by the town for actual and necessary traveling ex-
penses while outside the corporate limits of Pocomoke City
on business for the said town [and provided further that
one Councilman may be appointed and act as town treas-
urer and receive therefor in addition to his salary as Coun-
cilman not to exceed the sum of two hundred dollars per
annum and that another Councilman may be appointed and
act as superintendent of Water Works of said town and
receive therefor in addition to his salary as Councilman not
to exceed the sum of seventy-five dollars per annum. Provided,
however, that no Councilman shall hold the offices of town
treasurer and superintendent of Water Works both at the
same time] One Councilman may be appointed and act as
the Town Treasurer, for which he may be
paid an additional
compensation not to exceed Two Hundred Dollars ($200. 00)
per year; one Councilman may be appointed and act as

superintendent of Water Works, Sewers and Fire Depart-

ment of said town, for which he may be paid an additional

compensation not to exceed Seventy-five Dollars )$75. 00)

per year, but no Councilman may be Town Treasurer and

Superintendent of Water Works at the same time. One
