and whenever required by the State's Attorney, shall attend
upon and take and transcribe the testimony given at [coroners
inquests] Magistrates' hearings, and all of the said testimony
so taken and transcribed shall be for the exclusive use and
benefit of the grand jury and the State's Attorney of the said
city, unless otherwise ordered by the Court. In addition to
the compensation aforesaid to be paid to said clerk by the
Mayor and City Council of Baltimore, the said Mayor and City
Council of Baltimore shall make compensation to the said
stenographer for all testimony taken and transcribed by him
at any [coroner's inquest or inquests] Magistrate's hearing or
hearings, and when requested by the State's Attorney for the
use of his office, at a rate not exceeding fifteen cents per hun-
dred words of testimony.
SEC. 2. And be it further enacted, That this Act shall take
effect June 1, 1951. JANUARY 1, 1952.

(House Bill 239)
AN ACT to repeal and re-enact, with amendments, Sub-section
7 (e) of Article 89B of the Annotated Code of Maryland
(1947 Supplement), title "State Roads", said section having
been amended by Chapter 730 of the Acts of 1949, relating
to construction work and improvements on the county roads
in Harford County.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Sub-section 7 (e) of Article 89B of the Annotated
Code of Maryland (1947 Supplement), title "State Roads",
said section having been amended by Chapter 730 of the Acts
of 1949, be and it is hereby repealed and re-enacted, with
amendments, to read as follows:

(e) The checks of the unsuccessful bidders shall be returned
to them after opening the bids and awarding the contract to
the successful bidder. Provided, however, that the said Com-
mission may itself do any part or parts of any such work
under such conditions in every respect as it may prescribe by
day labor in all cases wherein the funds provided for the
