235-1. (a) The title to any property acquired or con-
structed under the provisions of this sub-title shall be in
the State of Maryland to the benefit and use of the Uni-
versity of Maryland.
(b) The State of Maryland hereby consents to the use
of any lands owned by it which may be suitable and neces-
sary for the construction or operation, of any of the proj-
ects authorized by this sub-title.
235J. The provisions of this sub-title, being necessary
for the welfare of the State and its inhabitants, shall be
liberally construed to effect the purposes thereof.
SEC. 2. And be it further enacted, That the provisions of
this Act are severable and if any of its provisions shall be
held unconstitutional by any court of competent jurisdic-
tion, the decision of such court shall not affect or impair
any of the remaining provisions.
SEC. 3. And be it further enacted, That this Act is
hereby declared to be an emergency measure and necessary
for the immediate preservation of the public health and
safety, and having been passed by a yea and nay vote, sup-
ported by three fifths of the members elected to each
of the two Houses of the General Assembly of Maryland,
the same shall take effect from the date of its passage.
SHALL TAKE EFFECT JUNE 1, 1951.
