Clerk shall have the official ballot prepared and shall have
printed thereon in plan, legible type the names of the sev-
eral candidates for Commissioner and the propositions to
be voted upon,
not less than six days preceding the date
set for election, and have the same published in at least
one newspaper in Talbot County not less than six days
preceding said election, such names shall be grouped and
arranged alphabetically according to surname. The ballot
shall be of opaque plain white paper [not exceeding five
inches in width] and of sufficient width and length to
[accommodate] admit the names of the candidates, [and
said ballot shall be voted by the voter drawing a black
line through the names not voted for. If at any election]
and propositions to be voted for. To the right of each name
on said ballot there shall be a square space clearly defined
by lines in which the voter may express his choice at said
election by making a cross-mark (X) with pen or indelible
pencil. And whenever
there be any question [to be] sub-
mitted to the voters [, ] for their decision, the said ques-
tion shall be placed upon [the] said ballot in full followed
by a line "For proposition" and a line "Against proposi-
tion" [and the voter shall strike out with a black line
whichever proposition he is against. ] and to the right of
each line, there shall be a square space clearly defined by
lines in which the voter may express his choice by making
a cross-mark (X) with pen or indelible pencil.

SEC. 2. And be it further enacted, That this Act is here-
by declared to be an emergency measure and necessary
for the immediate preservation of the public health and
safety and having been passed by a yea and nay vote, sup-
ported by three-fifths of all the members elected to each
of the two Houses of the General Assembly of Maryland,
the same shall take effect from the date of its passage.
