ACQUISITION OF PROPERTY
70. For the purpose of carrying out any of the work or
projects provided for in this article, the town shall have
the power to purchase or condemn any property it deems
necessary as hereinafter provided. Any of these projects
shall be considered as public improvements within the
meaning of Section 87 86 of this charter. Any condemna-
tion proceedings shall be carried on in accordance with
Section 87 86 of this charter.
CONSTRUCTION
71. The town, through the clerk-treasurer, shall ad-
vertise for sealed bids for construction projects in amount
in excess of $300. 00 on public ways, sidewalks, curbs, gut-
ters, or other projects undertaken under the provisions
of this article, except projects involving the Garrett County
Roads Department or the Maryland State Roads Commis-
sion. Bids may be asked for the work as a whole or in
parts. The contract shall be let to the lowest responsible
bidder, and all contracts shall be approved by the council.
If the council feels that all the bids are unreasonable they
may direct the clerk-treasurer to re-advertise same.
BONDS
72. The Town of Friendsville shall have power to issue
bonds in accordance with the provisions of Section 57 of
this charter to finance work on public ways, sidewalks,
curbs, gutters, or other projects undertaken under the pro-
visions of this article.
COUNTY PUBLIC WAYS
73. The COUNTY COMMISSIONERS of Garrett
County shall retain jurisdiction over all county bridges
and county public ways within the Town of Friendsville.
The town shall have jurisdiction over all sidewalks run-
ning along any county public way within the town. The
town shall have jurisdiction over speed and traffic regula-
tions on the county bridges and county public ways within
the town.
ARTICLE IX
WATER AND SEWERS
POWERS
74. The Town of Friendsville shall have the power:
(a) To obtain, operate, and maintain a water system
and water plant.
