shall be a member of the bar of Garrett County. The town
attorney shall be the legal adviser of the Town of Friends-
ville and shall perform such duties in this connection as
may be required by the council or the mayor. His com-
pensation shall be determined by the council. The Town of
Friendsville shall have the power to employ such legal
consultants as may be necessary from time to time.
SUPERINTENDENT OF PUBLIC WORKS
63. If the Town of Friendsville shall obtain a water
plant and system and/or any other public utilities, the
mayor with the advice and consent of the council may
appoint a superintendent of public works to operate and
maintain these public utilities and to supervise all the
other public works functions of the town. A superinten-
dent of public works shall serve at the pleasure of the
mayor. His compensation shall be determined by the
council.
OTHER PERSONNEL
64. The mayor with the advice and consent of the
council shall have the power to appoint such officers and
employees as may be necessary to execute the powers and
duties provided by this charter and to operate the town
government. All such officers and employees shall serve
at the pleasure of the mayor. Their compensation shall be
determined by the council. All officers and employees of
the town government shall be appointed only on a basis
of merit and fitness.
ARTICLE VIII
DEFINITION
65. The term "public ways" as used in this charter
shall refer to all streets, avenues, roads, highways, public
thoroughfares, lanes, and alleys which at present are or
in the future may be within the Town of Friendsville.
CONTROL
66. The Town of Friendsville shall have charge of all
the public ways of the town except such as may be under
the jurisdiction of Garrett County or the Maryland State
Roads Commission. Subject to the laws of the State of
Maryland and this charter, the Town of Friendsville may
do whatever it deems necessary to establish, operate, and
maintain in good condition the public ways of the town.
