councilmen to serve for terms of two years or until their
successors are elected and qualified.
CONDUCT OF ELECTIONS
35. It shall be the duty of the Board of Supervisors of
Elections to provide for each special and general election
a suitable place for voting and suitable ballot boxes and
ballots. Space shall be provided on the ballot for voters
to vote for candidates not listed thereon. The Board of
Supervisors of Elections shall keep the polls open at least
from 1: 00 P. M. to 6: 00 P. M. on election days or for
longer hours if the council requires it.
VOTE COUNT
36. Within forty-eight hours after the closing of the
polls, the Board of Supervisors of Elections shall deter-
mine the vote cast for each candidate or question and
shall certify the results of the election to the clerk-treas-
urer of the Town of Friendsville, who shall record the
results in the minutes of the council.
VACANCIES
37. In case of a vacancy on the council for any reason,
the council shall elect some qualified person to fill such
vacancy for the unexpired term. In case of a vacancy in
the office of mayor for any reason, the president of the
council shall serve also as acting mayor for the unexpired
term. While acting as mayor, the president of the council
may continue to vote on all issues coming before the
council. All vacancies in the council shall be filled by a
majority vote of the remaining members of the council.
The result of any such vote shall be recorded by the clerk-
treasurer in the minutes of the council.
REGULATION AND CONTROL
38. The council shall have the power to provide by
ordinance for the registration of voters, nominations of
candidates, and special and general municipal elections in
every respect not covered by this charter.

CLERK-TREASURER
39. There shall be a clerk-treasurer appointed by the
mayor with the advice and consent of the council. He shall
