reconstructing, installing, erecting, widening, paving or repair-
ing land, buildings, streets, highways, alleys, utilities or serv-
ices, and other structures or improvements; all in connection
with or incidental to extending, developing or improving the
harbor or Port of Baltimore and its facilities or the highways
and approaches thereto; and
(e) Doing any and all things necessary, proper or expedient
in connection with or pertaining to any or all of the matters
or things hereinbefore or hereinafter mentioned.
In addition, a portion of the proceeds of sale of said certifi-
cates of indebtedness may be used for acquiring such floating
equipment as may be needed from time to time to properly
keep the harbor or Port of Baltimore open to navigation at all
times, and for defraying the administrational and operational
costs and expenses of the agency of the Mayor and City Council
of Baltimore hereinafter provided for and to be created by
said municipality, and for making surveys and preparing plans
for or in connection with extending, developing or improving
the harbor or Port of Baltimore and its facilities and the high-
ways and approaches thereto.
All of said land, property or improvements shall be acquired,
developed, improved, held or disposed of as provided by law.
SEC. 3. And be it further enacted, That before the issuance
of said certificates of indebtedness, or any part thereof, the
Mayor and City Council of Baltimore, by ordinance, shall
create an agency of the Mayor and City Council of Baltimore
to be known as the "Port of Baltimore Commission", and
confer upon it the powers and duties hereinafter mentioned.
The Commission shall consist of seven members. The Di-
rector of Public Works of the Mayor and City Council of Balti-
more shall be, ex officio, one of the members of the Commission
and he shall serve as a member thereof during the time he
holds said office. One member shall be designated by the Gov-
ernor of Maryland to represent the State of Maryland; an-
other member shall be designated by the Mayor of Balti-
more City to represent the Mayor and City Council of Balti-
more, ONE PERSON SHALL BE NOMINATED JOINTLY
BY THE CONGRESS OF INDUSTRIAL ORGANIZATIONS
OF BALTIMORE CITY, THE INTERNATIONAL ASSO-
CIATION OF MACHINISTS OF BALTIMORE CITY, THE
BROTHERHOOD OF RAILROAD TRAINMEN OF BALTI-
MORE CITY AND THE AMERICAN FEDERATION OF
LABOR OF BALTIMORE CITY, and the remaining mem-
bers of the Commission shall be nominated as follows:
one member by The Maryland Motor Truck Association;
