vacating, has been affiliated in the particular county, provided
that the nominee or appointee shall be of the same political
party as the person whose office is to be
filled; and it shall be
the duty of the Governor to make said nomination or appoint-
ment within fifteen days after the submission thereof to him.

SEC. 2. And be it further enacted, That this Act is hereby
declared to be an emergency measure and necessary for the
immediate preservation of the public health and safety, and
having been passed by a yea and nay vote, supported by three-
fifths of all of the members elected to each of the two Houses
of the General Assembly of Maryland, the same shall take
effect from the date of its passage.

Approved February 14, 1951.

This bill passed the House of Delegates notwithstanding the
objections of the Governor by a vote of 86 to 17 on February
12, 1951, and in the Senate by a vote of 22 to 6 on February
14, 1951, as required by Article 2, Section 17 of the State
Constitution.

CHAPTER 19

(House Bill 33)

AN ACT to add a new section to Article 41 of the Annotated
Code of Maryland (1939 Edition and 1947 Supplement), title
"Governor — Executive and Administrative Departments",
said new section to be known as Section 61C, to follow im-
mediately after Section 61B thereof and to be under the new
sub-title "Poetry Day", providing that October 15 in each
shall be proclaimed by the Governor as "Poetry Day".

WHEREAS, In the rush of modern civilization, we frequently
give too little attention to the cultural values and ideas which
should be an important part of our daily lives; and

WHEREAS, people of all ages have universally turned to poetic
expression as a means for expressing the thoughts and hopes
of their generations; and
