in May, 1951, there shall be elected (3) three councilman
and a mayor for terms of (2) two years, and (1) one
councilman for a term of (1) one year, and thereafter the
mayor and all such councilman shall be elected for a term
of (2) two years. The remaining (2) two councilmen and
the councilmen elected for a one year term beginning with
the election to be held on the first Monday in May, 1952,
shall be elected for a term of (2) two years.
No person shall be allowed to vote in any election in the
town except those persons whose names appear upon the
Registration Books of the town. If a registered voter for the
town election has not voted at least once at a general or spe-
cial election in the town within the preceding (6) SIX cal-
endar years, it shall be the duty of the registration officials
to cause the registration of such voter to be cancelled and
stricken from the registration books of the town; a notice
of such action and the reasons therefor shall be sent to the
last known address of such voter; provided, however, that
the registration of any person shall not be cancelled during
his service in the armed forces of the United States. A
voter whose registration has been cancelled shall not there-
after be eligible to vote except by registering again as in
this Charter provided.
The mayor and town council shall, on or before the first
Monday in March, 1951, and every year thereafter appoint
the necessary judges and clerks, who shall themselves be
registered voters, to conduct the elections. All elections
for town purposes shall, as nearly as practicable, be con-
ducted in a manner similar to those for election of county
officers in Prince George's County, except as herein other-
wise provided. The mayor shall be elected by the combined
vote of all the wards of the town, and the ward council-
men shall be elected by the votes of the wards in which they
dwell. The candidate for each office who shall receive the
greater number of votes than any other candidate for said
office shall be declared elected, and in the event of a tie
vote, another election shall be held as soon as practicable
to elect one of the candidates so tied.
(B) In all town elections, public notice thereof shall be
posted in not less than six public places, (one in each
ward) at least ten days before the date of election; the
polls shall be opened between the hours of eleven A. M. and
eight P. M., and the judges and clerks, hereinbefore men-
tioned in this section, shall constitute a Board of Election
Supervisors and shall determine the qualifications and
right of each voter to participate in the town election, as
hereinbefore provided. Immediately upon closing of the
