of a ward councilman in debate, AND the right to vote in
case of a tie. During the temporary absence of the mayor,
he shall name a chairman from among the ward council-
men, who shall, while presiding, vote only in case of a tie.
The mayor shall also be clothed with all the power neces-
sary to secure enforcement of all ordinances and resolu-
tions passed under the provisions of this or any other act.

195. There shall be appointed by a majority vote of
the mayor and town council, a town clerk and treasurer, a
police officer or officers and a health officer or officers, who
may, at the pleasure of the majority of the mayor and town
council, be removed from office and successors appointed.

196. The town clerk and treasurer shall attend all
meetings of the mayor and town council, shall keep the
minutes thereof, shall keep a record of the ordinances and
shall submit said minutes and said records RECORD of
ordinances to the inspection, in his presence, of any citizen
of said town. He shall keep the assessment books, collect
all taxes and receive and pay out all moneys belonging to
said town. He shall keep an accurate account of the receipts
and disbursements of the mayor and town council of Chev-
erly and shall render monthly statements to said mayor and
town council of such receipts and disbursements and shall
submit his accounts to them upon their order for audit.
Before said town clerk and treasurer shall enter upon the
duties of his office, he shall execute and deliver to the
mayor and town council of Cheverly a bond at the expense
of the mayor and town council of Cheverly in such penalty
as the mayor and town council by ordinance shall fix, the
sureties to be approved by the mayor and town council and
conditioned upon the faithful performance of the duties of
his office. The said town clerk and treasurer shall receive
such compensation as may be deemed proper by the mayor
and town council of Cheverly.

197. The town police officer or officers shall, within the
corporate limits of the town, have the same power, proceed
in the same manner, when arrests are made, as members
of the Prince George's County Police are authorized in
similar cases in which the State of Maryland is a party.
It shall be his or their duty to preserve the peace and good
order of the said town, and are hereby authorized to make
the necessary arrests in so doing.

198. The Health Officer, who shall be appointed with
the approval of the State Board of Health, shall make as
frequent inspection as may be necessary to maintain the
