(b) After the issuance of a license upon presentation of
such a certificate the Clerk of the Court issuing such license
shall seal [all records of the issuance thereof] said certificate.
Said seal shall not be broken, and said [record] certificate
shall not be inspected by any person, including the parties to
the proceeding, except upon order of the Court.
(c) All such records which have been sealed as required by
the provisions of this section as amended by Chapter 105 of
the Acts of 1947, shall, immediately after June 1 1951, be
broken and the records recorded and indexed as in the case
of other marriage records, and shall also be reported to the
State Department of Health as if such records had never been
sealed. The certificates of the physician shall again be sealed
and kept as required by sub-section (b) of this section.
SEC. 2. And be it further enacted, That this Act shall take
effect June 1, 1951.

CHAPTER 7
(Senate Bill 34)
AN ACT to authorize the Mayor and City Council of Bal-
timore to issue the certificates of indebtedness of said
corporation to an amount not exceeding Three Million
Dollars ($3, 000, 000. 00), the proceeds of the same to be
used for the acquisition, by purchase or condemnation,
of land or property in the City of Baltimore or for the
acquisition, by purchase, of land or property in any of
the counties, and for establishing, erecting, constructing
and equipping new modern and adequate incinerators or
reduction plants for the disposal of rubbish, refuse and/
or garbage and all facilities and appurtenances necessary
or useful in connection with the use and operation of
such modern incinerators or reduction plants on said
land or property or on any land or property now or here-
after owned or controlled by the Mayor and City Council
of Baltimore, or for reconstructing, enlarging, extend-
ing, improving, renovating, modernizing and equipping
