33G. In all buildings so erected provision shall be made
for disposing of the waste, sewage and drainage therefrom in
accordance with the plans furnished as required by this Act,
and such arrangements shall be installed under the super-
vision of the Buildings Engineer.
SEC. 2. And be it further enacted, That if any provision
of this Act, or the application thereof to any person or cir-
cumstance, is held invalid, the remainder of this Act and
the application of such provisions to other persons and cir-
cumstances shall not be affected thereby. If any provision,
clause, sentence, or section of this Act shall be declared to
be invalid or in violation of any provision of the State or
Federal Constitution, the remainder of said Act shall stand
and be effective notwithstanding.
SEC. 3. And be it further enacted, That this Act is hereby
declared to be an emergency act and necessary for the im-
mediate preservation of the public health and safety and
having been passed by a yea and nay vote supported by three-
fifths of all the members elected to each of the two Houses
of the General Assembly, the same shall take effect from the
date of its passage.

CHAPTER 132
(House Bill 102)
AN ACT to authorize the Mayor and City Council of Baltimore
to issue certificates of indebtedness of said corporation to
an amount not exceeding Five Hundred Thousand Dollars
($500, 000. ) the proceeds of the same to be expended for the
acquisition and installation of traffic control signals and
signs and for the purchase of such equipment and facilities
as may be necessary therefor and for doing all things neces-
sary in conection therewith or pertaining thereto; and to
authorize said municipality to submit an ordinance or
ordinances for said purpose to the legal voters of Baltimore
City.
