the qualifications stated in Section 83, shall be a resident of
the Town of Bowie, and shall qualify by taking the oath of
office within three (3) days after his said appointment. In
making appointment to fill any such vacancy in the office of
Commissioner the remaining qualified Commissioners shall
make such appointment by entering in the minute books of said
Commissioners the fact of their making such appointment, and
the same day notifying the person so appointed of his said
appointment. In all cases of contested elections, the contested
election shall be decided by the judges of the Circuit Court of
Prince George's County in the manner provided by the General
Election Laws; and pending any contest, actually filed, and
until the court shall decide who is legally elected, the Com-
missioner or Commissioners whose election is contested, if he
is holding the office by virtue of previous election, shall con-
tinue to hold the office until the contested election is decided,
and until the successor or successors shall be legally qualified.
SEC. 2. And be it further enacted, That this Act shall not
become effective until it shall have been submitted to the
qualified voters of the Town of Bowie, in Prince George's
County, at the next regular municipal election, or at a special
election to be held on such date as shall be determined by the
Town Commissioners of said Town.

AN ACT to repeal and re-enact, with amendments, Section
412A of the Code of Public Local Laws of Baltimore County
(1948 Edition, being Article 3 of the Code of Public Local
Laws of Maryland), title "Baltimore County", said section
having been enacted by Chapter 765 of the Acts of 1949,
being included in "Title 27, Taxes and Tax Sales", and being
under the sub-heading "Taxes", providing that the power of
the County Commissioners of Baltimore County to levy
and collect any tax upon alcoholic beverages shall not be
subject to any limitations as to time.
