if there be a newspaper so published, and if there be no news-
paper published in said town, then said notice shall be pub-
lished in a newspaper published in Prince George's County of
the time and place at which said election shall be held; and
the said judges shall keep the polls open from 3: 00 o'clock
P. M., until 7. 00 o'clock P. M.
(13) Said Board shall prepare ballots containing the names
of the candidates who shall have complied with the provisions
of Paragraph 15 of this section.
(14) Any person who shall have attained the age of twenty-
five (25) years, who shall not have been convicted of a felony
or a misdemeanor involving moral turpitude, and who shall
be a registered voter, and a resident of said town and shall
have been qualified to vote in a Town Election in said town
for at least one year next preceding Ms election, shall be
eligible for the office of Commissioner.
(15) A person shall be deemed a candidate for the office of
Commissioner, and his name, as such candidate, shall be
placed on the ballots prepared by the Board of Election Super-
visors, provided such person shall, at least ten (10) days (in-
cluding Sundays and holidays), prior to the date of such elec-
tion, file with said Board a petition, signed by at least five (5)
registered voters of the Town of Bowie, which petition shall
state (a) the name and address of the candidate, (b) the fact
that such person is eligible for the office of Commissioner, and
(c) that such person wishes his name placed on the ballot as
a candidate. Such petition shall be sworn to, by the person
so filing same, before the President Commissioner, or before a
Justice of the Peace or other officer or person (including a
Notary Public), having authority to administer oaths in Prince
George's County, both as to the fact of his eligibility and as
to the genuineness of the signature of such petition. No per-
son shall be deemed a candidate, nor shall his name be placed
upon the ballots, unless the provisions of this paragraph shall
have been complied with.
(16) After the polls are closed on the night of the first elec-
tion after May 31, 1951 the Board of Election Supervisors shall
count the votes, and the three candidates who shall have re-
ceive the greatest number of votes shall be deemed to be elected
Commissioners, and thereafter, the one person receiving the
highest number of votes shall be deemed elected Commissioner.
In the case of a tie vote a run-off election shall be held to choose
between the tied candidates, such election to be called by the
Election Supervisors at the earliest date such election can
legally be held.
