Dear Mr. President:


Senate Bill No. 348 was passed in the event that the broader
provisions of Senate Bill No. 159 were not enacted into law.
The Attorney General advises that if Senate Bill No. 159 is to
be signed, Senate Bill No. 348 should be vetoed because of
possible inconsistency and duplication. I have today signed
Senate Bill No. 159 and am therefore returning herewith Sen-
ate Bill No. 348 without my approval.

Dear Mr. Speaker:


After House Bill 583 was passed by the General Assembly,
Senator D. K. McLaughlin of Washington County, advised me
that after the Bill was introduced, there was considerable feel-
ing in the City of Williamsport as to the justification for pay
increases for the Mayor, Vice-Mayor and Council of that City.
The Senator further advised that all parties were in agreement
that the matter should be decided at the next City election in
1953.

Mr. Lester C. Davis, Mr. L. Beard Miller, and Mr. Don
Ardinger, the Mayor and Council of the City of Williamsport,
informed me that they wished to submit a proposal to increase
the salaries of the Mayor and Council to the voters in 1953,
and in accordance with their request, I am, therefore, return-
ing House Bill 583 without my approval.
