Dear Mr. President:
Senate Bill No. 280 is an act incorporating the Town of
Queen Anne in Queen Anne's and Talbot Counties. Unfor-
tunately, section 1 of the Bill inadvertently repeals Chapter
584 of the Acts of 1947, which incorporated the Town of Tem-
pleville, which is located some miles away from Queen Anne,
the town the Bill purports to incorporate. There is no way
in which the repealer can be severed from the rest of the Bill.
Neither the sponsors of the Bill, Senators Shehan and
Turner, nor the people of the Town of Templeville, wish to have
that town's Charter repealed. Therefore, I am returning Sen-
ate Bill No. 280 without my approval.

Dear Mr. President:
I am returning herewith Senate Bill No. 469 without my
approval for the reasons stated below.
This Bill, I believe, is not in the best interest of the people
of Maryland nor the State Roads Commission since it is a
mandate for the State Roads Commission to construct, im-
prove and maintain a road from the intersection of North Point
Boulevard and Wise Avenue in Baltimore County toward
Back River and also involves the construction of a bridge con-
necting said road across Back River to Witchcoat Point. It
further provides to construct, improve and maintain a road
from Witchcoat Point to intersect with the Back River Neck
Road.
The Bill provides an estimated cost of $3 million and stipu-
lates that these funds are to be paid by the State Roads Com-
