duct". However the Bill was subsequently amended in the
course of its passage also to include Harford and Washington
Counties, although no reference is made to said counties in the
title of the Bill. The title is therefore misleading and I am re-
luctantly constrained to return the Bill without my approval.

Dear Mr. Speaker:

House Bill 696, which would extend the boundaries of Fair-
mount Heights, is being returned without my approval, for
the following reasons:

After this Bill, which was introduced by the Prince George's
County Delegation, was passed by the General Assembly, Mr.
Albert R. Hassall, Chairman of the Delegation, and the State
Senator, requested that I not approve the measure, since it did
not contain a provision for a referendum.

Therefore, I am returning the Bill without my approval.
