Dear Mr. Speaker:

I am returning herewith House Bill 74, without my ap-
proval, for the following reasons:

The Game and Inland Fish Commission has advised me that
they are opposed to this Bill since it provides for the legaliza-
tion in certain waters of Washington County of a device com-
monly known as a "fish pot. " This structure was declared
illegal in the Potomac River and tributaries many years ago
mainly because a large number of sport fish were taken in this
trap-like device. Sportsmen from Washington County op-
posed this Bill in Committee hearing, and I agree that if it
were enacted into law, real sportsmen would be denied the
pleasure of catching fish since this Bill would tend to com-
mercialize the streams where the fish pots would be legal.

Dear Mr. President:

The Honorable Hall Hammond, Attorney General, advises
that the provisions of Senate Bill No. 461 are inconsistent with
those of Senate Bill No. 213, and that Senate Bill No. 461
should be vetoed if Senate Bill No. 213 is signed.

I have today signed Senate Bill No. 213 and I am accord-
ingly returning herewith Senate Bill No. 461 without my ap-
proval.
