existing with respect to the Federal government, and only a
very small area of state immunity from action for tort claims
still exists. The Attorney General, whose office would bear
the major burden of administering the Act, concurs in these
views.

S. B. 46 is being returned herewith without my approval.

This measure would have a discriminatory effect against
certain people who live in Maryland and work for a Mary-
land concern that operates a mine that is partly in Maryland
partly in West Virginia. While ostensibly designed to enlarge
work opportunities for Marylanders, this Bill in fact would
have the opposite effect.

I would favor a properly phrased measure to accomplish the
purpose of this Bill without discrimination against any Mary-
land miners.
