appeal to all parties to the proceeding before it and shall,
within 15 days after the filing of the appeal, file with the
court the originals or certified copies of all papers and
evidence presented to the board in the proceeding before
it, together with a copy of its opinion which shall include
a statement of the facts found and the grounds for its de-
cision. On petition of any party the Court of Appeals,
whenever special circumstances render it desirable and in
the public interest, may require by certiorari that any such
case be certified to it by the Circuit Court for review and
determination. The review proceedings provided by this
subsection shall be exclusive.

(W) Recreation

To enact local laws providing for the development and
administration of a comprehensive recreational program
including the construction, equipment and use of park,
community center, and recreational buildings and facili-
ties, the acquisition of sites therefor, and the furnishing
of recreational and other municipal services in connection
therewith.

Sec. 2. And be it further enacted, That this Act is

hereby declared to be an emergency measure necessary for
the immediate preservation of the public health and safety

and having been passed by yea and nay vote, supported by

three fifths of the members elected to each of the two
Houses of the General Assembly of Maryland, the same

shall take effect from the date of its passage.

SEC. 2. AND BE IT FURTHER ENACTED, THAT
ANY LOCAL LAWS ENACTED BY THE COUNTY
COUNCIL FOR MONTGOMERY COUNTY AT ITS AN-
NUAL LEGISLATIVE SESSION HELD AFTER THE
PASSAGE OF THIS ACT, BUT PRIOR TO THE EFFEC-
TIVE DATE OF THIS ACT, ARE HEREBY VALI-
DATED AND CONFIRMED IF SUCH LOCAL LAWS
ARE OTHERWISE IN CONFORMITY WITH THE
POWERS HEREIN CONFERRED, AND DO NOT BE-
COME EFFECTIVE PRIOR TO THE EFFECTIVE
DATE OF THIS ACT.

SEC. 3. AND BE IT FURTHER ENACTED, THAT
NOTHING IN THE MARYLAND-WASHINGTON RE-
GIONAL DISTRICT ACT, AS ENACTED BY CHAPTER
992 OF THE ACTS OF 1943 AND ANY AMENDMENTS
THERETO SHALL BE CONSTRUED TO PREVENT
THE COUNTY COUNCIL FOR MONTGOMERY COUN-
